It was formed by the commissioner of education with a purpose to provide guidance on advancing the blended and online learning. It guides on how to implement the blended and online education with best practices. The council recommends on programmes of academics, the best fit model for the hybrid and e-learning. Besides it partners with the stakeholders and the higher education institutes to create job prospects via online and hybrid learning. Recommendations Of The Council
The council has come up with few recommendations to ensure that online and blended learning is delivered to make it more relevant and student-centric. The referrals are:
i)Grant of $100 million for professional development. According to the council,
“These grants will support both planning and implementation to expand development of instructional skills using online tools in classrooms, and online course availability and capacity.”
ii)The council has stressed on the inclusion of professionals with training in education technology. The advisory council has revealed that compared to the other states New York where the innovation of edtechs are taking place with trained and expert staffs.
iii)To lead the edtech decisions, the council has recommended for the chief digital officer who will guide the education commissioner to make a better scope for e-learning programmes. Besides, the officer would provide advisers to aid the qualitative change for online or digital learning.
iv)More research and teachers training for online and blended education.
v)It has suggested school-wide communication. The council has categorically mentioned that New York schools should to other states.
Apart from the above recommendations, the council report says,
“We recommend that at least 50% of this committee be drawn from a rotating pool of PK-12 and Higher Education.”
Shortness Of Decisive Research
Although, the temporary online advisory council has made some worthy recommendations but due to the dearth of definitive research it has not made advice for the successful enforcement of the blended and online learning at state-wide level. Thus, there is no mention of high school credit in e-learning at large scale.
The recommendations of the council would surely work in the favour of the students. But following the suggestions, it still remains to the paper. The implementation of the ideas suggested by the council would actually make online and blended learning meaningful and, even more, substantial. Training of the teachers, innovation of edtech etc. are crucial points that need immediate resolution. But at the same time, the advisory council will also have to make decisive research to bring out the flaws and suggestions for making online education and hybrid learning more effective.
